PA System at the Game

I was at the game, and I noticed the PA speaker was very loudly playing distracting clips such as their Sparta clip on 3rd downs after our center had his hand on the ball. It absolutely contributed to some false starts. I made a comment at the time that I thought it was illegal to do that. The second half seemed a bit better so maybe they got a warning at half, but I can't help but think it was absolutely intentional while knowing they weren't supposed to do it. Since the game, I've noticed some others on here voice similar opinions.

1. Is it illegal to do that, or just accepted etiquette not to do it?
2. If it is illegal, why hasn't their been more of a public complaint about it?
