Transfer portal...how does it work?

Is it a website? Is it open to the public? I assume not, but do all coaches have access to it? Does our staff have someone sitting around hitting F5 like we do RRS to see if someone new enters? Do notifications get sent out when a player enters? How do teams reach out to these players? Just wondering some of the basics and logistics of this thing.
