Teams on Bye before playing us

Just noticed this looking at our schedule but why the hell does everyone get a bye before playing us?

Bu had one when we did. ISU coming off a bye next, Colorado gets a bye before playing us, and OSU gets one when we do as well.

Wtf? Is that normal?
