Many countries in the world except the USA have a sovereign wealth fund of its trade surpluses to help offset the cost of education, social programs, and infrastructure. Although the USA does not have a SWF, Texas has two to help fund education: the PUF (17+billion plus land) and PSF (public school fund 36+ billion).
Some regard the SS trust as a sovereign wealth fund, but it is not by definition.
