And they are taking the spot of another school that is bowl eligible. What is interesting is that FSU has the nation’s longest bowl streak.

Easiest summary is that FSU finished 6-6 this year but one of those wins was against Delaware State. But Delaware State does not qualify as a legitimate win because they did not meet the NCAA's required 90% percentage of scholarship players. NCAA rules also stipulate that all 6-6 teams must be selected before any non-6-win-teams, meaning Florida State is ineligible to be picked for the Independence Bowl next Wednesday.
