It's sometimes sketchy to proffer an opinion on this site, but here goes. Adopt the punting out of bounds rule on kickoffs, instead of a penalty. It would add another layer of field position strategy, and may also reduce some "at speed" collisions on special teams play. Flame or discuss away.
