OT: title transfer issues

Short version: Bought an old Jeep on consignment. Been waiting 6+ weeks for title transfer. Is this normal? What's the holdup? What should/can I do?

Long Version:
Some of you may recall I asked about an old Jeep I wanted to buy 2 months ago or so. Turns out my wife bought it for me in secret as a Christmas gift. I found out. It needs some work, but it was a good deal. Bought it on consignment, got a bill of sale, picked it up and took it to the shop to have transmission, carburetor, etc fixed.

I've been in contact with the consignment guy off and on for 6 weeks now trying to get a title transfer and he's basically just told me it will take a while because of paperwork, etc. The owner lives in Houston but the jeep/consignment happened in central TX at his ranch, so I can see how there may be a few issues to work through with getting the title and paperwork together then getting that all sent to him (or me), but I feel like it shouldn't take this long.

At this point I've had the mechanic hold of on doing any actual repairs because I didn't want to sink money into a vehicle that I wouldn't get to keep. No big deal really, but I'm starting to worry because it's been so long. Any suggestions, advice, etc? I've tried calling the courthouse to ask about title transfers and such, but always end up on hold for extended periods of time... 21 minutes currently... and I figured someone on here might know something.
