I have to say, I thought it was an odd punishment for the doping stuff at first, but I kind of like it. The athletes get to compete, but you completely strip them of playing for national pride. It made me start to wonder if the NCAA could use this tactic when sanctioning a team.
So, if you get busted, you have to wear a generic black jersey w/ white numbers or the reverse and a white helmet w/ no logo. Additionally, your band cannot attend games, and no PA music can be played in your home stadium. Your team name is listed as "The Athletes Who Attend ______ University," and the logo next to it would be the NCAA logo.
I think that would do far more to curb cheating than anything else they could do. It would be like wearing a big scarlet A every time they played a game, and it would be a very visceral reminder to everyone else about the consequences. At the same time, it is not so bad that they are afraid to use it, unlike the death penalty.
