Negril or Playa Del Carmen?

Looking at Playa Del Carmen and Negril, Jamaica. We prefer quiet, relaxed areas with nice beaches. One that is more affordable will play a factor as well. Which do you recommend? We hear Jamaica the locals hassle you to buy stuff and in Playa it is not as bad. Which place would you recommend? I am looking into my options.
