Excess /Private Flood Coverage

After having done boat rescues in water, having mucked a friends house, and having seen how these flood adjusters are chiseling people down, it really makes me think hard about the devastation and upgrading my basic flood insurance. While I did survive the 1000 year flood (luckily) what I'm aware of is that Houston is a swamp and anywhere in said swamp can flood and flood badly at any time.

I'm looking into getting private (non-NFIP) flood insurance, being either excess coverage/umbrella or a private policy with higher limits than my current standard NFIP backed $250/$100 policy from Wright. It may be more relevant for my next house than current, but regardless I'd like to start learning more about the marketplace options now.

Is anyone familiar with how "excess flood" or "private flood" insurance is underwritten, and who provides it? From my research, almost none of the basic standard insurers provide it. It seems Chubb provides it if you have homeowners with them, but from what I am told they won't underwrite <$1MM policy. There isn't much webernet information on exactly who is providing this coverage, and how much it might cost.
