My brother is in very poor health (liver failure from hepatitis C) He has not paid into SS for the last 7 or 8 years but he does qualify for SS at normal retirement age. He says he is being told that he cannot qualify for SS disability or Medicaid because has not been paying into these programs for the last 5 years. I thought if you qualified for SS you could always apply for SS disability and Medicaid. Any info would be appreciated.
