What is the difference between paying for the Steele Dossier and what Trump is being impeached for?

Just curious what thoughts are here. I'm not an expert on politics and really haven't paid much attention until the past few years with all the stuff going on.

But this Dossier from my understanding is one that was put together by Christopher Steele who was hired by Hillary Clinton's campaign to go to Europe and get dirt on Trump who she was running against. It was largely debunked, but a couple of years ago it was looked at as being perfectly ok other than the misinformation in it.

Now a couple of years later, people are trying to impeach the president because he allegedly tried to get dirt on a political opponent from another country. At first they were saying it's because he was trying to withhold funds from them, but once the Biden video came out (and apparently because they can't prove Trump tried to withhold for that reason) they kinda switched from it being about the money and more about him trying to get info from a foreign government. The last few days all I've heard about is how digging dirt on a political opponent from another country is awful and an impeachable offense.

So was it ok to dig dirt from a foreign government when Hillary paid for that dossier and our morals changed in the past two-three years? Just wondering what peoples' thoughts are on this because it seems kind of odd that it's suddenly such a horrible thing.
