So one of our two trees in the back we noticed the bottom half of the limbs didn't grow leaves this spring, but new growth popped up on the main trunk. The top canopy does have leaves, but that is less than 50% of the tree. Then we notice the bark start peeling off the trunk so we called two arborists. The first said it could be treated, the 2nd said it was done for but we could treat our other one to ensure it doesn't spread (which he says it probably has but it is early.

Any one on here an arborist or something similar and can give insight on which guy is right? I am leaning towards the guy who said it can't be saved since he was very clear he thought it would be a waste of money. But I also really don't want to lose the tree.
