Carney says a good policy to help all is school choice. A black professor points out the seeds of school choice go back to desegregation where private schools (and places like Round Rock,Texas) sprung up in pastures overnight as whites fled the public schools and wanted the tax dollars to go with them.
Both sides have to have faith that the other side is sincere. Both sides have to be open and not just react defensively. How can school choice design work within the acknowledgment of history?
