Surface Pro, Surface Go advice

I'm currently doing some work for a home builder as kind of a project manager, as well as another job where I will be pretty mobile. For both jobs it will be convenient to be able to use a computer on the go. For those who know, is it worth it to get a surface pro or go with cellular/LTE capabilities vs using a regular laptop and using my phone as a hotspot? Is a mobile plan for either surface reliable? Any preference on a Pro vs Go? I think a Go would handle my needs, but I would listen to those who know better.

I do have a laptop already that I can use, so if hotspot is just as good, then I don't have to make a purchase at all. It does have to be Windows, so Mac books are not an option.
