Shut-off the water?

Houston is going to have another freeze tonight. I already had a pipe burst above my bedroom from a shower line I wasn’t able to drip....so really want to not have this happen again. On the Mayor news update a Public Utilities rep said if you can - cut-off the water at the main and drain your faucets. Question - will this work? I was told that this could be a bad idea since it is really impossible to fully drain your lines and stagnant water will most certainly freeze. Anyone have an opinion here? Any plumbers on the board?
