In my limited research I haven't found an answer to this. If there's no consequence for requesting a review, why wouldn't a manager want any close calls to be reviewed? Is it because they want to try and keep the spirit of the game as much as possible?
I've seen many close calls not get reviewed and I don't understand why if there's no penalty.
