Why does every president regardless of party affiliation feel like they need to change or build a major piece of legislation

It doesn’t matter who it is but the government usually winds up digging an even bigger hole with every bill they pass. It doesn’t work as intended, it increases debt, increases some sort of tax 9/10 times and the bill is usually laced with tons of unrelated earmarks. And that’s not even considering the newer used tactic of 100’s of executive orders to push agenda.

Why is the status quo for every administration to try to significantly reshape the country based on their view?

Why do we need to force change every year even when not needed?
