OT Neighbor's dog

Alright. So my next door neighbor (I dont know his name so we will just call him Fvckass)....FA has a dog. This dog lives 100% of it's existence in the back yard. It is a little dog....a yapper.....that barks 24 hours a day, 7 days a week. Obviously, that is a big beef for me as the only way to NOT hear this little dog is to turn the tv on/up. Forget having a peaceful cigar on my back porch.... it yaps the entire time. Even if i get up in the middle of the night to pee....i can hear it. Well, now that it is winter time, I have been trying to detect if this little thing is allowed inside EVER? What started as a disdain for the dog, morphed into a disdain for the owner and now a concern about the dog being left out in the cold.

I started with animal control who states that "there is a dog house back there so it has shelter"

ok.

Now I have moved on to noise complaints. Supposedly the Police come when I call and I feel like the dog was let inside sporadically but its always a temporary reprieve and the dog is banished, once again, to the back yard. I have bought and used electronic dog whistles that detect and deter barking but it is so pathological with this dog that it didnt even make a dent.

I have started recording/documenting the incessant barking and I am trying to figure out what my next step is. I do not know FA, nor do i see him or his spawn outside, ever. Does anyone have any successful outcomes with this type of situation? Obviously the dog is being neglected, as is my peace and quiet. Some of my concern is for the dog and some of my concern is for my peace.
