OT: Liscensed Real Estate Broker Question

A real estate agent is a person who acts as an intermediary between sellers and buyers of real property. A liscense acts as a means of certification that a real estate agent has a minimum level of expertise in the field.

1) Is it correct that a license is not required to conduct a real property transaction?
2) Can a person be fined by the state of Texas for calling themselves a Liscensed real estate agent, if they are not one ?
