OT: Fence Question

Fence split in two and fell over due to the Houston storm the other week. The fence splits my "neighborhood" (which is just 9 "townhome" style houses) from the ones to the west of us (there's 3 houses there, similar style). I technically don't own the fence as I can't find anything regarding it on any of my documents related to the ownership of my home. Supposedly the house was built by my "HOA" back when the houses were built and then when the neighboring houses were built, they built onto the fence.

The guy who runs our "HOA" (I say HOA loosely, because it's just between the 9 home owners and it's more to pay for smaller things like mowing and keeping our gate in good working order) just lost his mother so I volunteered to help get quotes and get this thing fixed.

So question is, does anyone know how to get our neighbors to help split the cost? I'm going over later today to talk to them about it; have never actually talked to them in the past so this will be fun. I was going to offer to go half since both areas benefit from the fence, but if they're in disagreement do I have any leg to stand on or will we just have to suck it up and eat the total cost? Luckily everyone in my HOA is good with splitting the cost so that's one less thing to worry about.

Just curious if anyone has ever had to go through anything like this.
