Yet at the height of Roman dominance Hadrian (one of the more famous Emperors (built Hadrian's Wall) had about 1200 civilian administrators as compared to 30,000 administrators (think bureaucrats) under Constantine (founder of the Catholic Church) so about 20 times the number of bureaucrats and that number is tiny compared to America which is only a few years short of being 250 years old.
