Can Trump force states to reopen businesses?

Many states are reopening businesses but several, primarily those run by Socialibdems like NY, CA, NJ, MI, PA, CT, MA, RI, IL and others are balking.

Can Trump use the Interstate Commerce Clause to force states to reopen?

It is unconstitutional for any state to block interstate commerce. Consequently, the President has the executive power to issue a binding order to open up commerce and the states cannot legally resist that order for keeping the economy locked-down violates the Commerce Clause.

According to 18 USCS § 921 the term "interstate or foreign commerce" includes commerce between any place in a State and any place outside of that State, or within any possession of the United States (not including the Canal Zone) or the District of Columbia, but such term does not include commerce between places within the same State but through any place outside of that State. The term "State" includes the District of Columbia, the Commonwealth of Puerto Rico, and the possessions of the United States (not including the Canal Zone).

Trump took an oath to uphold the Constitution and the laws of the US. I believe Trump can invoke the ICC and force states to reopen their businesses. He can also, as seen yesterday, tell them to comply with the 1st amendment's freedom of religion and freedom of assembly.
