The police have been hampered in doing what they need to do to keep people safe and this is what it brings for the most vulnerable black lives. But these lives don't matter because they weren't killed by a white police officer.

While the article doesn't specifically say most were black victims of black on black crime, that is the safe assumption. Where is the outrage?
