Oman had $5.7 billion frozen Iranian assets. Iran wanted the money and Obama was eager to help them get it even after promising Congress Iran would never gain access to the US financial system.
Iran wanted the money in Euros but first the Omani rials had to be converted to US dollars before being converted to Euros. To do that, the money had to flow through the US banking system. Unfortunately, there were still sanctions in place prohibiting US banks from dealing with Iran.
Obama secretly issued a license to let Iran sidestep the sanctions for the brief moment it took to make the conversion. Obama pushed two US banks to do the transaction and both refused rightfully fearing that is the deal fell through or someone found out the Obama administration would cover their asses and go after the banks and they would be held liable for ignoring the sanctions.
Just another example of how Obama was the radical Muslim world's best friend. Another reason Trump was right in ditching the Iran deal.
